There are a couple of free tools that allow you to access Linux partitions in Windows.

Diskinternals Linux Reader

This is a free Linux reader for Windows. It allows you to read/access files from the following partitions – Ext2, Ext3, Ext4, ReiserFS, HFS, HFS+, FAT, vFAT, and NTFS.
